Dr. Liangfu Wu, incroporated CityTech USA in 2002 with a single but very challenging goal: further
developing the online salary & benefit database and bringing the services to a higher level.
When he came to this country 15 years ago to pursue his dream, Dr. Wu only had $50 on him. In order
to support his studies, he worked as a waiter in a variety of restaurants, a Dunkin' Donuts in Queens, New York;
and a temp summer worker in the corn fields of Iowa. While earning his MPA degree at Iowa State,
he developed interests in information technology and its application in local government. His
interests in computer technology later led him to focus his doctoral study at Northern Illinois
University (NIU) in management of local government information systems.
In an effort to learn more about local government operation, he held an intern position at the
Village of Downers Grove in 1994. While gaining practical experience Dr. Wu helped the Village
quickly move its operations into the technology era via the Village's website in early 1995,
and establishing a GIS presence Village wide. In recognition for his IT efforts, the Village Council
created a department, Downers Grove Community Network, and named Dr. Wu the Manager of this new unit
after his internship. In 1998, the Village established the Information Services Department and named
Dr. Wu, Director of Information Services.
While employed at Downers Grove as Director of Information Services, Dr. Wu also teaches graduate
courses for the MPA program at NIU. These courses focus on local government management and IT.
In addition to teaching, a number of publications in recent years on the subject of management of IT
in the public organizations have been written in his spare time.
The entire development team has created a straightforward mission: create applications that are undisputedly
superior to all other alternatives, with the ease of use that anyone can master.
Working with various public agencies, MAB members, and personal experience; CityTech's development team
has gained a greater understanding of all areas of the public sector. With its continued support network,
excellent time table of deliverables/updates, and the ability to push cutting edge technology; CityTech believes that the superior functionality and usability of its'
applications will become increasingly manifest over time.
