Dynamic Government Performance Measurement
Government performance is always a difficult subject to measure. There are some established indicators used to measure how a government agency performs. However, until today, measuring and reporting the results were conducted and compiled with the traditional paper/pencil method.

A new era of technology, coupled with a strategic partnership between Northwest Municipal Conference and CityTech USA, has given birth to an online program based on the most advanced design, Dynamic Government Performance Measurement.

Membership Fee
Annual subscriptions are based on a modular structure. As the Manager module is required, members can subscribe to one of four department based modules or add additional modules at a later time.

1) Potential members may subscribe to a service at anytime. Annual billing cycles starts with the date of membership.

Features
Distributed Management: Members manage their own data, e.g., enter their own data, choose measurement methods, and select comparable cities for measuring references

Modular Design: Five modules, individually structured for measurement, based on municipal structures in the United States. 1) a base module for municipal attributes, 2) Police Department, 3) Fire Department, 4) Development Group, and 5) Public Works. Members can conduct individual measurement on each of the 4 major city functions.

Dynamic Measurement: Having related a group of cities for comparable measurement, members enter performance indicators (e.g., Number of Inspections) into Dynamic Government Performance Measurement. As data is being factored, Dynamic Government Performance Measurement automatically applies proper statistical procedures such as Average, Ratio, Median or Percentile and displays resulting measurements immediately. Furthermore, Dynamic Government Performance Measurement's advanced features allow for graphical representation of the results via charts and graphs.

Data may further be analyzed locally by downloading results to a spreadsheet.

Annual Measurement: Dynamic Government Performance Measurement is built with an annual lock function. As members conduct monthly measurement, the application will lock yearly data at midnight, December 31st of each year and generates an annual report.

Dynamic Planning: Strategically calculate future performance of your organization's departments. For example, if a member wishes to raise performance levels in code inspections (e.g., Number of Inspections) to 95 percentile from a current 75 percentile, members enter "95 percentile," and Dynamic Government Performance Measurement calculates how many more inspections are required to reach that goal. Furthermore, Dynamic Government Performance Measurement will indicate whether more inspectors are necessary and whether a budget increase is necessary by comparing data with other cities.

Conditional Comparison: Members must enter certain REQUIRED data before other cities' data is available for comparable measurements.
